Can You Get a California Cosmetology License Without a Social Security Number?

Yes. California law allows professional licensing boards, including the Board of Barbering and Cosmetology, to accept an Individual Taxpayer Identification Number in place of a Social Security Number on a licence application. You will also need government-issued photo identification and your completed training hours.
This is the question people are most reluctant to ask out loud, and it stops more capable students from enrolling than anything except money. So here is a direct answer, followed by the detail.
The short version
California permits its professional licensing boards to issue licences to applicants who provide an Individual Taxpayer Identification Number rather than a Social Security Number. That includes the Board of Barbering and Cosmetology, which issues cosmetology, barbering, esthetician and manicurist licences.
An ITIN is a tax processing number issued by the Internal Revenue Service to people who need to file taxes but are not eligible for a Social Security Number. It is applied for using IRS Form W-7.

Why this provision exists
